余艷紅：各位記者朋友，大家下午好!這是我第三次來到國新辦在湖北舉行的新聞發布會，前兩次發布會中，我已經對中醫藥所做的工作、發揮的作用作了一些介紹，我要感謝記者朋友們，就相關內容的報道，你們的認可與肯定是對我們繼續做好相關工作的巨大鼓勵。
隨著疫情發展不同階段的到來，特別是當前疫情進入了全球性的大流行期，中醫藥在中國的經驗能為世界分享什么?很多媒體朋友非常關注。
記者朋友們，在新冠肺炎疫情構成全球性威脅的時候，今天我和幾位專家來到這里，期待通過更多的對話與交流，與大家分享中醫藥參與疫情防控和救治的有關情況。
習近平總書記高度重視新冠肺炎疫情防控工作，親自領導、親自指揮、親自部署這場斗爭，多次強調要堅持中西醫結合、中醫藥并用。在以習近平同志為核心的黨中央領導下，貫徹中央應對疫情工作領導小組的部署，按照李克強總理和王滬寧同志的要求，以孫春蘭副總理為組長的中央指導組，強力推動中醫藥全面介入、深度參與新冠肺炎救治工作。在這次疫情防控中，中醫藥主要開展了以下幾個方面的工作：
第一，調集精銳力量。從全國調來4900余名中醫藥人員馳援湖北，約占援鄂醫護人員總數的13%，其中有院士3人，數百名專家。這次中醫藥援助隊伍規模之大、力量之強，是前所未有的。
第二，分類開展救治。輕癥治療和恢復期治療中醫藥早期介入，重癥、危重癥實行中西醫結合，制定了相應的治療規范和技術方案。在武漢疫情爆發早期，許多疑似病人在隔離點等待確診，我們及時給予中藥湯劑或中成藥，有效緩解了病情發展，緩解了醫療資源緊張的壓力。
第三，篩選有效方藥。推動科技攻關，對已經納入第五、第六、第七版診療方案的中成藥和方劑，我們進行了臨床療效的同步觀察，目前已篩選出金花清感顆粒、蓮花清瘟膠囊、血必凈注射液和清肺排毒湯、化濕敗毒方、宣肺敗毒方等有明顯療效的“三藥三方”。
社會各界認為，中醫藥發揮了重要作用，成為了這次疫情防控的一大亮點。我這里有一組數據，全國新冠肺炎確診病例中，有74187人使用了中醫藥，占91.5%，其中湖北省有61449人使用了中醫藥，占90.6%。臨床療效觀察顯示，中醫藥總有效率達到了90%以上。中醫藥能夠有效緩解癥狀，能夠減少輕型、普通型向重型發展，能夠提高治愈率、降低病亡率，能夠促進恢復期人群機體康復。
此次新冠肺炎疫情防控中，中醫藥人第一時間上場，仁心仁術，大醫精誠，凝聚了前行動力，彰顯了特色優勢，貢獻了重要力量。
記者朋友們，中醫藥學是中國古代科學的瑰寶，是融預防、治療、康復為一體的整體醫學，歷史源遠流長，家喻戶曉，遇到重大疫病事件，都會從中尋找解決辦法。孫思邈的《千金方》、張仲景的《傷寒雜病論》、吳又可的《溫疫論》、吳鞠通的《溫病條辨》等經典著作，系統地總結了中醫藥防治傳染病的基礎理論、臨床實踐、方劑藥物和技術方法，凝結了古人對疫病防治規律不斷探索、思考、總結的智慧。屠呦呦研究員從葛洪的《肘后備急方》中汲取靈感，發現了青蒿素，挽救了全球數百萬人的生命，并因此獲得諾貝爾生理學或醫學獎。
中醫藥治療病毒性傳染病也有良好效果。近年來，病毒性呼吸道傳染病頻發流行，中醫藥在治療SARS、甲型H1N1等疾病方面也取得明顯成效，為應對新發突發傳染病積累了豐富的經驗。研究證實，中藥的整體調節，能夠增強人體免疫力，同時還有抑制和殺滅病毒的作用。
記者朋友們，此次新冠肺炎疫情在早期沒有特效藥、沒有疫苗的情況下，總結中醫藥治療病毒性傳染病規律和經驗，深入發掘古代經典名方，結合臨床實踐，形成了中醫藥和中西醫結合治療新冠肺炎的診療方案，成為中國方案的重要特色和優勢，篩選了以“三藥三方”為代表的一批有效方藥。這次的實踐再次充分證明，中醫藥學這個老祖宗留下來的寶貴財富屢經考驗，歷久彌新，值得珍惜，它依然好使、管用，并且經濟易行。
疫情沒有國界，病毒是人類共同的敵人，我們所積累的這些寶貴的經驗，有效的治療方法，愿意拿出來供各國借鑒。正如世界衛生組織總干事譚德塞先生說的，中國疫情局勢實現逆轉，中國的抗疫措施經過實踐取得明顯成效，值得借鑒。
在這里，借各位媒體朋友們的平臺，我們想說，中國的中醫藥界愿與國際社會進一步加強合作交流，分享防疫和救治經驗，向有需要的國家和地區提供有效中成藥、專家咨詢和力所能及的援助。謝謝大家。
彭博新聞社記者：請問中國已經向哪些國家給出了中醫藥治療新冠肺炎方面的建議，其他國家在治療中是否使用了中醫藥?效果如何?
余艷紅：謝謝你對中醫藥國際合作的關心。公共衛生危機是人類面臨的共同挑戰，團結合作是最有力的武器。新冠肺炎疫情發生以后，許多國家和人民給予了我們中國無私的援助，不同國家人民喊出了“中國加油”“武漢加油”，讓我們感覺到跨越國境的理解、支持與信任。現在疫情在多國、多點爆發，中方愿同有需求的國家開展中醫藥參與疫情防控的國際合作，并提供力所能及的援助。目前已經開展了以下幾個方面的工作：
一是分享救治經驗，及時主動同世界衛生組織合作，分享中醫藥參與疫情防控的有關情況，把中國最新版本的新冠肺炎中醫藥診療方案翻譯成英文，在國家中醫藥局官網新媒體上全文公開，并且主動跟有需求的國家和地區互相分享，可以隨時在我們網上查閱這些方案。應該說，這些方案是在短時間內對幾萬病人集中管理和治療中得出的最寶貴的經驗，它確實是彌足珍貴的，效果也是很肯定的。我們還通過遠程視頻交流，提供技術方案等，向日本、韓國、意大利、伊朗、新加坡等國家分享救治經驗，像我們在座的張伯禮教授、劉清泉教授，還有邱海波院長，他們是好幾次通過視頻會和國際連線，前幾天好像張伯禮老師還和美國連線過，昨天我們仝小林院士也是通過遠程會診，跟遠在伊朗的病人進行視頻看病。
第二，我們捐贈中藥產品。中國有關組織和機構已經向意大利、法國等國和我國港澳地區等十幾個國家和地區進行了捐贈中成藥、飲片、針灸針等藥品和器械。剛才我們張伯禮老師、黃璐琦院長對這方面進行了介紹，我就不再贅述了。
第三，選派中醫師赴外支援。我們關注到，已經有中醫專家前往意大利、柬埔寨抗疫。據我所知，中國的中醫藥專家一直與境外相關專家保持著密切聯系，從他們得到的反饋信息看，效果還是很好的。
媒體朋友們，中醫藥是東方智慧在認識生命、闡釋生活、揭示生死的生動實踐中，為傳染病防治提供了“未病先防”“既病防變”的策略，值得我們傳承、發展和利用。我們國家的諾貝爾獎獲得者屠呦呦先生在獲獎時曾說過一句話，中醫藥是一個偉大寶藏，青蒿素是中醫藥獻給世界的禮物。我相信，中醫藥以前是、現在是、未來仍然是人類抗“疫”的重要武器。我們愿與世界各國攜手前行，早日戰勝新冠疫情，共同為促進人類健康書寫華彩篇章。謝謝!

Council: Yu Yanhong Briefing the Important Role of TCM
in COVID-19 Containment and Treatment

YuYanhong: Good Afternoon. It is the third time that I come to the news conference held by the Information Office of the State Council in Hubei. I have briefed the press of the involvement and role of TCM in the last two news conferences and Iam grateful to the journalists for your related reports. Your recognition and acknowledgementis enormouslyencouraging for us to continue our job.
With the changing epidemic situation, especially the pandemic occurrence, what can we share with the world in regard to the Chinese experience in TCM? It has attracted your tremendous attention.
As the COVID-19 being the global threat, the experts present and I hope, through more dialogue and communication, to share the story of the epidemic containment and treatment with TCM.
Secretary General Xi Jinping attaches great importance to the containment of COVID-19 by personal involvementin leadership, instruction, and deployment. He reiterated the integration of TCM and western medicine and the combination of TCM and western medicine drugs. With the leadership of CPC Central Committee with Xi at the core, implementing the deployment of the Leading Group of the CPC Central Committee for COVID-19 Prevention and Control, required by Premier Li Keqiang and Comrade Wang Huning, the Central Steering Group led by Vice Premier Sun Chunlan, forcefully push forward the full and in-depth intervention TCM in the treatment. What has been done with TCM is as follows:
I. Pooling the best expertise. Over 4,900 TCM workers come to support Hubei from all over the country, accounting for 13% of the total medical workers coming from outside Hubei. Among the TCM workers, there are 3 academicians and hundreds of experts. The scale and strength of assistance is unprecedented.
II. Classifying the treatments. For mild and convalescent cases, TCM intervenes early. For severe and critical cases, the treatment protocol and technical plan were set up for the integrated treatment of TCM and western medicine. During the first days of the epidemic, when many suspected patients were waiting for their test results, TCM decoctions and drugs were given to slow down the progression of the disease and mitigate the pressure of the limited medical resources.
III. Screening effective drugs and formulas. In order to promote the technological research, we carried out observations on the clinical efficacy of the TCM drugs and formulas included in the 5th, 6th and 7thDiagnosis and Treatment Protocol. Till now, three drugs and three formulas proved effective, i.e. Jinhua Qinggan Granule, Lianhua Qingwen Capsule, Xuebijing Injection, Lung Cleansing and Detoxifying Decoction, Dampness Resolving and Detoxifying Decoction, and Lung Diffusing and Detoxifying Decoction.
It is widely acknowledged that TCM plays an important role and is one of the merits in the epidemicprevention and control. Here I would like to share some numbers. Among the confirmed COVID-19 cases, 74,187 were given TCM, accounting for 91.5% of the total; 61,449 in Hubei, accounting for 90.6% of the local cases. The observationon clinical efficacy shows that the effective rate of TCM exceeds 90%. TCM helps to relieve the symptoms, to reduce the progression from mild to severe and critical, to increase recovery rate, to decrease mortality rate and to bring the convalescentto normal body functions.
In the prevention and control of COVID-19, TCM doctors came on the scene as soon as possible. With their good will and good skills, they took actions and brought the advantage of TCM into full play, thus playing an important part in combating COVID-19.
TCM is the treasure of ancient Chinese science. It is a holistic medicine that integrates prevention, treatment and rehabilitation. It has a long history and is well known by all Chinese people. In the events of a major epidemic, we would find solutions from it. Such TCM classics as Sun Simiao’s Qian Jinfang , Zhang Zhongjing’s Treatise on Febrile and Miscellaneous Diseases, Wu Youke’s Treatise on Pestilence and Wu Jutong’s Item Differentiation of Warm Febrile Diseases systematically summarized the basic theories, clinical practice, classical formulas and technical methods of TCM in the prevention and treatment of infectious diseases. Those classics are the united wisdom of ancient Chinese in continuously exploring, cogitating and summarizing the laws of preventing and treating epidemic diseases. Researcher Tu Youyou was inspired by Ge Hong's Handbook of Prescriptions for Emergencies and discovered artemisinin, which has saved millions of lives worldwide, and she thus was awarded the Nobel Prize in Physiology or Medicine.
TCM has also been effective in treating viral infections. In recent years, viral respiratory infections have been prevalent. TCM has also achieved significant results in the treatment of SARS, H1N1 and other diseases, and has accumulated rich experience in treating newly emerginginfectious diseases. Studies have confirmed that TCM can improve the overall balance and immunity ofthehuman body, while also inhibiting and killing viruses.
In the early days, there wereno effective drugs and vaccines for the virus. We summed up the laws and experience of TCM intreating viral infectious diseases, carefully selected formulas from ancient TCM classics, combined with clinical practice, and formed the protocols of TCM treatment and integrated TCM and western medicine treatment of COVID-19, which become the important feature and advantage of Chinese protocol. We also selected effective formulas represented by "three drugs and three formulas". This fully proves that TCM, the precious heritage passed by our ancestors once again stands the test of time. It is worth cherishing, and is still useful, effective and of low cost.
The epidemic respects no borders. The virus is the common enemy of mankind. We are willing to share with all other countries these valuable experience and effective treatment methods we have accumulated. As Mr. Tedros Adhanom Ghebreyesus, Director-General of World Health Organization, said, the epidemic inChina has been reversed, and China's anti-epidemic measures have achieved obvious outcomethrough practice and are worth learning from.
Here, through the press, we would like to say that TCM community in China is willing to further strengthen cooperation and exchanges with international colleagues, share experience of epidemic prevention and treatment, and provide effective TCM drugs, expert consultation and aid in our best abilities to the countries and regions in need. Thank you.
Reporter from Bloomberg News: To which countries has China given advice on the TCM treatment of COVID-19, and have some other countries used TCM in the treatment? How's the efficacy?
Yu Yanhong:Thank you for your concern in the international cooperation of TCM. The public health crisis is a common challenge facing mankind, and solidarity and cooperation are the most powerful weapons. After the outbreak of COVID-19, many countries and nations gave China selfless assistance. People from different countries yelled "Come on, China" and "Come on, Wuhan", making us feel understanding, support and trust across borders. Now, the epidemic is spreading in many countries and regions. China is willing to carry out TCM international cooperation in the prevention and control of the epidemic with countries in need and provide assistance within our capacity. The following work has been carried out:
First, sharing treatment experience. In treating COVID-19, we timely took the initiative to cooperate with WHO, and shared the information of TCM prevention and control of the epidemic. The full text of the updatedTCM Protocol on the Diagnosis and Treatment of COVID-19 was translatedand puton the website of National Administration of Traditional Chinese Medicine. We offered to sharethe protocol with other countries and regions in need, and they can also read the full text online at any time. It should be said the protocol is the most valuable experience obtained from the collectivemanagement and treatment of tens of thousands of patients in a short period of time. It is indeed precious and TCM treatment proves quite good. We also provided technical guidance through vedio conferenceand shared treatment experience with Japan, South Korea, Italy, Iran, Singapore and other countries. Prof. Zhang Boli, Prof. Liu Qingquan andDr.Qiu Haibo communicated with international colleaguesseveral times through onlinemeetings. A few days ago, Prof. Zhang Boli communicated online with US. Yesterday, Dr. Tong Xiaoling, an academician,conducted anonlineconsultation in diagnosing and treating patients far away in Iran.
Second, donating TCM products. Some Chinese organizations and institutions have donated TCM patent medicines, processedpieces, acupuncture needles, etc. to a dozen of countries and regions, such as Italy, FranceandHong Kong SAR,MacauSAR China. Just now, Prof. Zhang Boli and Prof. Huang Luqi, both academicians,mentionedthis. So, I won't go into details.
Third, sending TCM doctors abroad. Up to now, some TCM experts have already gone to Italy and Cambodia to fight the epidemic. As far as I know, Chinese TCM experts have been keeping close contact with overseas experts. From the feedback they have received, the efficacy is pretty good.
TCM is the wisdom of Chinese people in their daily practice of understanding life, elaborating lives, and revealing life and death. It provides the strategies of "prevention of disease and its deterioration” in the prevention and treatment of infectious diseases. It is worth inheriting, developing and making use of. Tu Youyou, aChinese Nobel Prize owner, once said that TCM is a great treasure, and artemisinin is a gift of TCM to the whole world. I believe that TCM was, is, and will still bean important weapon for mankind to fight the "epidemic". We are willing to work with all countries in the world to overcome COVID-19 as soon as possible, and to write a colorful chapter for the promotion of human health. Thank you!
